Lots of minor fixes. Added fallback for missing help translation

- Command help fallback.
- fixed arguments appearing as a part of the command in help messages.
- Help page indicator for cogs fixed.
- Support for more than just prefix in page indicator.
- Fixed wrong user in user showing when displaying userqueue.
- Show prefix in help message if mention was used.
- Fixed mention as prefix not working in DMs.

Added prefix as an optional argument to the format methods of localizer
Added the option to specify kvpairs for formating, all kvpairs has to
have a _ as prefix
