Votable decorator added, makes it possible to make a command accessible through voting. Can be overwridden.

Ev-1 2cb03065a3 Move to decorators for command requirements 
Cleans up music.py quite a bit, makes it easier to define the properties you want when creating a new command.

Some other small changes to reduce code duplication.
